Description: 

The Town of Orangeville is seeking to prequalify general contractors interested in bidding on the construction of a new Fire Station. The new Fire Station is to be constructed at 10 Commerce Road, Orangeville, ON L9W 5H6, on an undeveloped property owned by the Town of Orangeville. This is to replace the existing Fire Station located at 10 Dawson Road.

The new Fire Station will have a total building area of approximately 2,100 m2 (23,000 ft2) on two (2) separate floor levels which includes: fire operations, training amenities in the one facility. There are unique features including an emergency operations center and advanced energy-efficiency features. The estimated construction value for this project is approximately $15 million, excluding HST.

Only Bidders qualified through this Request for Prequalification (RFPQ or Prequalification) process will be invited to participate in the subsequent Request for Tender (RFT). 

The RFT is anticipated to be released in Q3 2025. The solicitation period for the tender will be approximately 4 weeks, and an award decision within 3 weeks of tender closing is anticipated. The work is anticipated to start in October 2025 with Substantial Completion (18 months later) in April 2027.  

The following provides a high-level project overview and is not all encompassing:

  • Duty Watch Room/Office/Radio/Computer/Documentation Room
  • Emergency Operations Centre (EOC) that can be divided into Training Rooms ‘A’ and ‘B’
  • Kitchen and Eating Area
  • Day Room 
  • Men and Women’s Firefighter’s dormitories 
  • Captain’s Dormitory and Office
  • Universal/Barrier free washroom
  • Shared Washrooms and Locker Room
  • Fitness Room
  • Laundry Room/Janitorial Room/Storage Room
  • Equipment Outside Storage
  • Exterior BBQ area 
  • Apparatus Bays 1, 2, 3, & 4 and a vehicle decontamination bay
  • Tool and Workshop Room & Janitorial Room
  • Decontamination Room 
  • Hose Drying and Training Tower
  • Emergency Generator
  • Electrical Room separated with SCBA system
  • In floor heating expanded to the front and rear aprons and exterior walk areas
  • One hydrant to be located on training ground
  • Site grading is to be completed to maximize site infiltration using low impact development features
  • Site works including soil management
  • Gear Washroom 
  • Gear Room, Gear Storage Room and Cubby Storage for Firefighters
  • Return all systems to Owner in full operational condition, including but not limited to the provision of full system(s) commissioning, testing, and manuals.

Also to be considered in the facility, specific to the operations of the Fire Station are the following components that must be fully functional and tested prior to hand over:

  • Internal PA system throughout facility for paging
  • Dispatch Radio Speakers positioned throughout facility – Designated speakers to have volume control on wall
  • Call alerting TVs positioned throughout the facility

The project delivery method is based on CCDC2 2020 Stipulated Lump Sum Contract and the Town’s attached CCDC2 2020 Supplementary Conditions.
